because :

1. we have to check that this is no fake, no virus, or other bad things

2. we have to check that this file is NOT a copy of another user, or another company or original software from Ipacs

3. we have to check that the file is working in the simulator

4. YOU have also did NO SCREENSHOT and NO DESCRIPTION ! in your upload ! WHY NOT ?

5. we are humans ! and can not work 24h on this webserver and: ! we have also to sleep every day ! ( surprise?!)
